1.      History

Asian Credit Fund (ACF) was established in 1997 as a micro and small business lending program by Mercy Corps, an international relief and development organization. ACF’s financial services are designed to promote small business development and home ownership in select cities and villages throughout the country. 

 
ACF has come a long way in the past decade, transitioning from a donor-dependent non-profit to a self-sustaining lending organization and business development resource for entrepreneurs. For ten years, ACF has successfully operated in a complex environment in Kazakhstan, having disbursed more than $20,6 million to almost 5600 small businesses with no credit losses.  Loans provided by ACF have helped to create and retain almost twenty thousand jobs in Kazakhstan. Being a niche financial institution, ACF follows the model of a community lending institution, providing custom-tailored financial solutions, business advice and technical assistance to its clients through well-trained personnel and through referrals to members of ACF’s partner network.

In 2001, ACF transformed from a Mercy Corps program to the non-profit entity, the ACF Public Fund. In 2006, in response to the changes in the legal and regulatory environment for non-bank financial institutions in Kazakhstan, and with the view of attracting commercial investment, the ACF Public Fund gave rise to the Asian Credit Fund Microcredit LLC, a for-profit, limited liability company. The ACF MCO is governed by a General Assembly and Supervisory Board, both currently chaired by the Mercy Corps Country Director in Kyrgyzstan.  Headquartered in Almaty, ACF has three branches in Semei, Karaganda and Taraz cities and five sub-offices in rural areas of the regions with ACF presense.
